I don't know who need to read this or even if it will make any sense to anybody but this idea kept me up many nights and it wouldn't let go until i had worked it out and put it down. My initial idea was a iris scan but after further research I settled on the below proccess. I will be posting this everywhere i cam think of let me know what you think.

American voter ID card idea(s)

Have to go to DMV or some other goverment location to initially create the card and verify the identity of the individual.

Once the individuals ID has been verified their information is updated in the voter ID system and a unique ipv6 address is selected for the individual. 

Their unique ipv6 address is printed out as a  qr code that is taken into a stand alone scanning device with no network connection,  the ipv6 information is scanned and destroyed by the scanning device.  

The scanner is a 2 hand, whole hand, high resolution scanner that scans both hands and creates the hand/fingerprint files that are stored only on the ID card that is created along with the ipv6 address. The system then creates a base hash of the different possible scans - fingerprint, whole finger, each finger, and whole hand combined with the ipv6 address.   The base hashes are then output by the scanning system on another piece of paper made up of multiple scan able codes that contain all the different hashes for the scans.  The base hashes are then uploaded to a  blockchain database that contains a link between the ipv6 and the stored hashes of the ipv6 and fingerprint.  The second piece of paper is scanned and destroyed by the system.

The fingerprint information/data is uploaded to a chip card or some other type of easy to carry card that has the data encrypted. Then the data is dumped by the scanning machine That  card becomes the property of the individual

Depending upon the security needs of the scan being requested it would use different  levels of scanning.  Low security just one fingerprint, medium security  a whole finger or two random fingers,  or high security a whole hand or both hands and a life check

Computers / verifiers Don't store any information about the user it is verifying,  it just compares the information received by the fingerprint reader/ scanner  to the record stored on the card.  Then reports a positive id to whatever system is requesting the identification of the individual

There is no database of Fingerprints anywhere.  The data is on the card.

Would then use unique ipv6 address and fingerprint to create the hash that would verify that this is the correct individual.  Hashes should be able to include a time verification

Card good for 3 -5 years

Voter ID card  tied to the voter database and has access to the postal database.   

Every municipality or county  creates the voting form and uploads it into the system no matter where you are you inset the card it identifies you and pulls up the ballet for your home of record. So you could be from Florida visiting in North Dakota and walk into a store or mall walk up to the voting kiosk slide your card in verify your fingerprint it identifies you and pulls up the ballot for your home of record and allows you to record your vote.  Almost like a ATM.  

Have to go to DMV or some other location to initially create the card and verify the identity but at NO time ever is the fingerprint ever transmitted beyond the scanner 

How to prevent a person from creating a card that has their fingerprint and someone else's ID number - 

How to hash unreadable the ID number of an individual 

A personal link of the ID number to an individual could not be read by just anyone the connection between the name and the id number is secret the name can be tied to the postal database to identify location 

All done via block chain 

One person = one address  = one vote

Tied to cell phones? 

Tied to other government programs? 

Level of fingerprint scan depends on level of security required 

Hash check that is a combo of the fingerprint and ip address. and date/time?
