The first leak came through CNN. Deep State MO is to slow-leak damaging information that will go public anyway to friendly outlets first so the narrative is "pre-spun," and the public already feels like they know the details and thus have no reason to read the information first-hand. It also allows them to point to those who express outrage at the actual material as overreacting demagogues.
This article, based off of a new NY Times report states that the IG FISA Report will not condemn Comey or Strzok. They are going to pin this on a back office attorney.

I have learned over many years that the government doesn't usually punish the ones in authority. It sucks, but at least they all lost their jobs and Mueller was dishonored.
Its not whether you trust the NY Times, but we have to remember that all parties named in this report have already seen it, along with their attorneys, which is required by law. So these leaks have merit as they are likely coming from those named or their respective counsels given that they have read the report.
