Giuliani has been pretty careful about not saying "pornography". It's possible for there to be pictures and messages with underage girls, which most people would find inappropriate, on the laptop without there being any actual CP.

Technically US law allows US prosecution of US citizens for sexual acts with minors in other countries even if the acts were legal in that country. In reality, though, the US has a firm policy of only pursuing these cases if they have the support and cooperation of law enforcement in the country where the acts occurred, and that means that prosecution will only happen if the acts were illegal where they occurred. No country's law enforcement would cooperate with US authorities trying to prosecute a US citizen for doing something which was totally legal in their country.
