I think they wanted to have leverage on him....making him resign reduced their power

In 2016, the FBI had investigations opened on Clinton, Trump and Sanders.

Trump wins and just like that, Comey shows him the dossier. When Trump is not afraid, they leak to the press and generally freak out because they can’t control him.
