Take this with a grain of salt because I can't give a source, but I seem to remember in some past election (2000, maybe?) where I heard that sometimes these people have to copy someone's ballot onto another one, and that they're authorized to do that. Obviously, something like that would work fine in a high trust society, but we're not there anymore and if this is what they're doing, it should be stopped. Who can tell if they're copying over the marks correctly?
