My guess, she saw him in the yard and said something about his sign, he probably said something back and a verbal argument started.
It is possible he sprayed at her of somehow directed his sprinkler towards her, but most likely stayed on his property, but he may not have.
Based on what we see, she approached him on his property and was attempting some physical action to either take his sprinkler away or otherwise stop him. If this is the case, then she is in the wrong and more ore less deserved what she got, even if he is a Democrat or liberal.
Now it is also possible that is her sprinkler and he commandeered it and was spraying her on her property, but just from looking at it, I dont think this is the case.
Maybe we can get the full story and armchair litigate it with more information.
