People have short memories. Plenty of people have forgotten that Herman Cain died, or that Lebanon had a huge explosion, or that the three gorges dam is at risk of collapsing and killing millions. Some of them never knew. It's all about who you talk to, and who you listen to, and what you question.

Well it hasn't broken, and the threat seems to have lessened. But there are still flaws in the large system of waterways that threaten the continuing use of tgd.
