While seemingly a good idea these days, I think it would run afoul of the Posse Comitatus Act which prohibits the use of the military to enforce domestic matters.
I think this was a legacy of the British using their soldiers to enforce the will of the Crown in the colonies.
And unlike the Dems, we have to have foresight and consider what things would be like with the military under the control of Leftist / Communist tyrants and also enforcing any spurious mandates that would come down from such a governing body.
My idea: First: New director. Rudy or Flynn would suffice. Mass rehire for every AD position. Those who want to move from military to civilian should be put at the front of the line. Old AD's can stay but they have to go through the interview process with full scope polygraph focusing on National Security. The the new AD's do a deep dive background investigation with full scope poly on every SA under their command.
The FBI does serve a purpose. There are many things the FBI can do that police precincts can't, including working with foreign governments to rescue or attain us citizens or threats to us citizens.
The FBI was designed to be an incorruptable branch of law enforcement as local municipalities were easily bribed, intimidated, or straight up murdered due to mafia and cartels. The FBI was an unreachable arm of justice.
But every strength has a weakness, and every fulcrum lacks imbalancr at certain parts. The FBI has been abused in the past... Just look at J Edgar... He abused it to the point of owning congressional members and their liabilities.
But it also serves many purposes we can leverage as a nation. For example, Human trafficking has been interrupted at many local levels due to FBI efforts.
Do I like how they've been abusing their power and using it against trump and other law abiding citizens? Heck no. But we still can use the purpose of the fbi
I say clean houses maybe rename, and prevent such corruption in the future.
No. Disband the organization, ban every former FIB agent from working in any government job ever again, investigate all former agents for crimes against the American people, try, convict, and punish all of the former agents that are guilty of any crimes.
just start fireing people in the FBI with even a hint of poor judgement... and revoke their security clearance so they can't get another job. A few of them will write tell-all books while unemployed. The rest will learn to keep their nose clean.

OP has clearly never met anyone who works in Army intelligence.
We have more than enough other intel agencies to pick up the intel slack
And more than enough other LE agencies to pick up the law enforcement slack
