The Intel Agencies have tens of thousands of employees. Dozens of black market industries all independent of each other. The Gun runners don't mix with the drug smugglers. Ghislaine is NO WHERE NEAR the top. She was the official handler for this small blackmail operation. The CIA/M0SSAD needs one of their trusted people on the project to control it and report back to the agency. Ghislaine was a low level job site manager, Epstein was the sex crazed patsy meant to be burned in case of emergency. Maxwell would report to a mid level manager type at M0SSAD and get instructions on how to steer the operation. The mid level M0SSAD manager has meetings in the board room at headquarters with other mid level managers and maybe one or two in upper management. Mid & upper management at M0SSAD may work with say the CIA or MI-6 to further the goals of Israel.
The real powerful people at the "tippy-top" do not leave their countries often or ever. They leave the dangerous stuff to the low level people, like Maxwell. It's just like the Mafia. The Mafia boss doesn't get his hands dirty, there are MULTIPLE layers of people between the bosses and the crimes. This is basic knowledge and logic.
