It is very illegal for them to do that.

But in 2017 Joe Biden wasn't an elected official. That's the problem. We all know this shit has been going on forever but anything that took place from 2017 forward until he declared his candidacy wasn't illegal. We can only use stuff from that time period to prove that there will be future quid pro quo.
