Could be someone, student or struggling young adult or whatever, that just needs a job or extra income and sends out rote texts all day without much enthusiasm. I believe they mean that universal voting results in mob-rule, and we should have some form of standard for those who vote. As of right now, there is no difference between a child voting, and someone who lives entirely on food-stamps and welfare.
I just think it's odd to say people are dumb, so let's repeal women's ability to vote. I would think raising the age to 25 or requiring property ownership would be more effective.
