Statement needs to be more specific to have a correct answer.

They're marginally higher in 2019 than they were in 2016. The 2019 drop was significant , but 2018 was an increase of similar magnitude of the drop.

They're down the last year. They're slightly up during this term.

Basically, coal usage is still decreasing, but 2018 was an increase over 2017 because 2017 had been a warm year and there was less need for heating.
