Funny story. I once worked with a guy who had a stutter early in life, and he told me something interesting about hypnotism. Apparently he had done speech drills to get rid of his stutter, and as a side effect he started noticing that hypnotists always use the exact same speech patterns that he learned from his drills. Sure enough, I've started noticing it myself, like in this video.
but the thing is, Joe isn't using it to hypnotize you (that might be a residual carryover). He's speaking like that because someone has drilled that (tone-phrasing-speech) into him.
Well yea, that's the point. Learning to talk like that is a fundamental part of a politician's toolkit. A very significant majority of them do it, from what I've heard.
