Barr holds back until he's truly ready. The gears of government are slow and churning, it's hard to build a legitimate case and one must hold back until prepared. I really think he's on the level, not a pure Trump supporter but definitely not an enemy of Trump either. He's just a solid AG who is cautious and wants to wait until he can really lock it in. When Trump gets a second term, then he can really lockdown, until then it's not going to be easy.
