All this is because on his last day in office, Obama signed an EO changing the employment designation of 7,000 political hires to civil service, so that President Trump could not fire them. That's why GEOTUS has been unable to get rid of the treacherous employees scattered through every agency all these years.
Now they just give them good reviews to move them out of their department/division. Let their new managers deal with them. I know of one guy who keeps getting encouraged to take long-term temporary stints out of town.

An important addition is that this includes everyone except executive leadership already managed by the SES such as people like Barr, Wray, etc.
