Lots of legalese, but the basic mode of operation is

  • a new category of federal employee was created, which contains “Positions of a confidential, policy-determining, policy-making, or policy-advocating character not normally subject to change as a result of a Presidential transition”

  • and, “Except as required by statute, the Civil Service Rules and Regulations shall not apply to removals from positions listed in Schedules A, C, D, E, or F, or from positions excepted from the competitive service by statute”

TL;DR Trump just moved everyone responsible for making bureaucratic rules into a new category that’s exempted from the normal requirements for terminating the position. Very. Stable. Genius.

An important addition is that this includes everyone except executive leadership already managed by the SES such as people like Barr, Wray, etc.

People have short memories. All this is because on his last day in office, Obama signed an EO changing the employment designation of 7,000 political hires to civil service, so that President Trump could not fire them. That's why GEOTUS has been unable to get rid of the treacherous employees scattered through every agency all these years.

Now they just give them good reviews to move them out of their department/division. Let their new managers deal with them. I know of one guy who keeps getting encouraged to take long-term temporary stints out of town.
