Not sure how it is down in southern California but in the bay it's half off with 2 people in the car and free if you have three. Just gotta flip the little switch on your fasttrak.
Nothing stopping you from just leaving it on three all the time though...

DC area has cops all over the place. I commute(d) by bus and I see cops all the time.
It's like a $100, $250, $500, then $1000 fine (first offense, second, third, then fourth and consecutive offenses respectively).
