I think the reason might be because some of these government "structures" are so large and well established (like education) that changing it is a whole process. For example, it took me a couple of years to hear something good from the Department of Transportation but when they finally revealed their plan, it cut the time to approve a highway to 2 years from like 15 years. I'm sure that amount of change took so long to fully iron out all the details before implementing.
