The problem is that there is a ridiculously large minority (~8%) of complete fuckwads who are toxic in the workplace for various reasons who cannot be disciplined because of competitive service rules and merit system protections. It is too much trouble to do anything about these dipshits, so the best strategy is to keep them out of other people's hair and wait them out until they retire or take a promotion into another agency.
The problem is that those great, conscientious people I mentioned earlier would fight tooth-and-nail to keep the same merit system protections that shield these pieces of shit who actually negatively impact their lives.

I too was military, and held a government job. Problem is that the very best public employees all seem to be in the wrong places.
