He isn't that popular among swing voters. Hence why Trump swung counties that had gone for Obama in both '08 and '12. Not only that, but during the '16 election Hillary's numbers would drop every time Obama made public appearances for her. It took awhile for her campaign to catch on so they stopped public appearances and moved his support to mostly tweets and pre-recorded videos.

Tbf they might be dumb enough to think that since they think voting can't be done in person, despite the only major problem is you'd just have to stretch the line further to keep more separation since if masks really do stop it (they don't, but they believe it) then there's no sanitation issue either once actually casting your vote.
