I just realized something: if the EO is directed at policy makers, aka management officials, there is nothing the unions can do to block it because management officials are statutorily excluded from being in unions. The reason being, you can't negotiate policy with yourself. This EO is directly targeting high grade, GS-14 and GS-15 bureaucrats, aka THE SWAMP. 4D chess confirmed!
