Lol @ the water thing, not sure about that but I've personally witnessed tons of Hispanics on payday at 7-11 sending money orders to ElSalvador and Honduras and Mexico. Tons of currency being sent out of the country and no taxes being paid on either side of the transaction.
They are paying taxes, income taxes. This isn't Obama's administration, Trump cracked down on illegals and under-the-table paying 3 years ago. Yes, it still happens, but whole industries (farming, fisheries) can't get away with it like they used to. What's happening is all these illegals are working under someone else's name and SSN. I work closely with Guatemalans, for example, so let me explain:
Catfish processing facility has an opening. Bunch of girls apply, including one named Gloria Lopez. Ms. Lopez is mid 30s, about 4'11", speaks perfect English, and she comes in and aces the interview. A week later she gets the job and they ask her to come in and fill out her W4s and provide proof of residence. Ms. Lopez is a second generation immigrant, and she fills out all the paperwork and gets the job. She's told to come back in two weeks for training and her first day.
Two weeks later Ms. Lopez shows up for work. Only Ms. Lopez looks a little older? Also she's about 4'8" and doesn't speak hardly any English? Everyone wonders but no one dares say anything out of fear of being accused of profiling or being racist. Ms. Lopez communicates well with her coworkers, since they all speak Spanish, and she trains quickly and works diligently. Performance is excellent and no one ever says a thing.
On payday Ms. 4'8" "Lopez" picks up her paycheck and takes it to the real Ms. Lopez, who cashes it, and gives 4'8" her pay (minus her cut). The real Ms. Lopez is doing this all over the county, and she's paying income tax on every bit of it.
To the IRS, it looks like Ms. Lopez works 160 hours a week and has 4 jobs, makes $120k+ a year, and pays a hefty tax because of it.... that is if she even files at all. Most of them don't even file for a refund, out of fear of being caught. The IRS gobbles up this money and they rarely get caught.
Yes, they send this money out of the country, but it's taxed heavily because this scheme is the only way (now, since Trump) that most of them can work.
