Even if it's not vandalism, it's still obstructing/altering a traffic control sign. It probably is. Even if it's not vandalism, it's still obstructing/altering a traffic control sign. I'd assume there's at least a local ordinance against, say, covering up a stop sign and it's probably broadly written.
