It sounds like he coordinated it, knowing that the Chinese oligarchs would release it 10 days before the election. If trump loses, then Giuliani will likely be prosecuted under FARA and US election law. Even if Trump wins, he probably should. This is a messy situation created in part by Sessions and Barr shirking their duties.
