No. It means very clearly that they have pumped out a mass of fake votes for Biden. Eventually they will probably have more than 100% of the registered voters in that area voting so it will be clear election fraud has taken place but it would be very hard to prove who did it.
When 300% of the registered voters vote - it will be clear the whole thing was a scam from the beginning.
