At this point, he has the option to appeal again which I feel pretty confident that he will do. I'm also unsure that the full appellate court, who has been approving of this nonsense, will finally lay the smackdown on Sullivan. This could very well end up in front o the SCOTUS but they are just going to string this along as long as they possibly can.
Unfortunately, that requires impeachment by the House and Senate. In the entire history of the United States, only 15 federal judges have been impeached, and only eight have been convicted. Federal judges are as close to gods as you are likely to see in this country.
