The Biden campaign and the people running Biden have never made more than a token attempt to win this through persuasion or traditional campaigning.
Instead, they have focused on lawyering up, revamping entire election systems on the fly, in the campaign’s late stages, in numerous jurisdictions, and on basically creating such a post-election mess that it gives their partisans, for whom they have spent decades creating alternate realities, another massive grievance to rally around. Those people are going to go apeshit in whatever way they are told. They are going to try to take it through fraud and intimidation.
Joe isn’t campaigning because the people running him don’t think it matters. Whether or not they are right depends entirely on us.

Not campaigning beyond a few token efforts may be a combination of wanting to avoid Biden massively embarrassing himself, avoiding possible exposure to tough media questions (LOL, AS IF!!), and their belief that they can just steal the election through fraud in several swing states.
I don't believe they really think they can steal it, but they can give Trump a hard time by dragging it out and punish Trump voters (riots, more lockdowns). Then claim he has no mandate & that he stole the election, fight everything he does as illegitimate, etc. Similar to 2000 but x100.
In the meantime they have to convince their voters that everything is hunky dory (polls, Biden is only staying home because covid, etc.).

You can't cheat enough to make up for barely campaigning at all. Especially going up against an incumbent, and especially when that incumbent is Trump.
I think that they are just trying to pacify their voters now. Run up the polls, make it seem like Biden is winning, run out the clock, then mount an attempt to contest the election that will eventually fail. Make it hard as hell for Trump to certify the win and to govern afterwards. Riots, etc.

To be honest, I think they just vastly underestimated how little the average person gives a shit about covid. In the perfect Dem world for the 2020 election everything is still locked down, the economy is in a depression, and people are scared in their homes looking for anyone thats not Trump to save them. The dems want to be seen as saviors of the political system by revolutionizing the process into a safe, modern, mail in vote (that can also be easily manipulated when necessary). The turnout would be record lows but they would have had control of the mail-in-vote process and educated their voters on it so it should have been an easy win.
Instead, most states are open and the economy is on a massive rebound. People stopped caring about covid months ago and only see mandates and lockdowns as government overreach into their personal lives. Mail-in-vote is constantly talked about only in terms of the potential fraud. The average person was more scared of the potential toilet paper shortage than the actual effects of the virus. The result is that dems are set up to fight a battle that never came to be. They expected 0 resistance to change which is why it didn't matter that Joe's mental status was failing because he was always going to just be a puppet. They needed to project security and familiarity with Joe in the dark post apocalyptic future that was coming. But that just didn't happen and now they have no way to pivot him into a competitive candidate and they know it.
As much as there could be some fraud, I really don't think that was ever the plan with mail in voting, at least not for this election. It was to give them in edge in a world where NOBODY could vote in person, and without that world they are just going to crash and burn come election day when Republicans storm the polls like nothing has happened.
