My guess is the DOJ once given the chinese provided hard drives, made a copy of the Hunter hard drive and gave it in a laptop to Joe. Joe told Hunter to come by and gave it to Hunter. Hunter accessed it, freaked, split liquor all over it and then took it to a local shop to be repaired. He was in Delaware to pick up the laptop from Dad, that is why it was dropped off in Delaware.
