Take appropriate precautions for the elderly, open everything else up, and make those who are responsible for the damage already done swing. For people who don't really need it or don't "deserve" it, it still ends up getting spent, and therefore being a boost to many hard-hit businesses.
That would be a bargain price to see Lois Lerner spend the rest of her worthless life in prison. For starters of course. That one has topped my list for years.
