It's 100% not meth. I've only seen crack in tiny amounts so I don't know what a big chunk looks like, but it looks more like crack to me. Def not meth though.
It’s crack 100%. Meth (good meth anyway) looks like clear crystals and is shaped in long shards like broken glass. Crack has that chunky look and you can tell baking soda is (often) used in its preparation by the chalky color and texture.
