I wouldn't do that. Reason being that there's no shortage of politicians and activists who make those ballots that fundamentally misunderstand the US Constitution. For example, if you let someone like CA AG's Beccera to write a 2A related question, you'd end up propping up anti-Constitutionalists while reducing the vote of the Constitutionalists.
Only prereq I think that could be done without massive exploitation would be mandatory 2 year military service, with provisions to bar those who were dishonorably discharged, etc. Eg, you'd have to successfully complete that 2y term to gain the franchise.
Things like land ownership or educational requirements are too easily exploited.
