While that would look great on a new item, and that could be a sweet product to make, might want to do something to maintain the look of things at that time frame. Perhaps something as simple as polishing the letters and keeping the rest of it like that. Not sure why it was painted so badly, unless it was defaced and then definitely keep it that way and polish the letters imo.
Well, idk the year it was made, but the paint would probably have worn off over time from the weather. Also depending on method of cleaning/prep before painting if there was anything under it that prevented the paint from having good adhesion to the metal it would also cause it to wear out faster in spots.

I would say get it hydro dipped to have the American Flag as background, and then have the letters painted in gold.

thanks for the ideas folks, but I'm just going to leave it be, its made it since 1941 this way, I think it will be good for another 20 yrs or so.
CitriStrip it and give it a good scrubbing with a stiff nylon brush and Dawn dishwashing liquid.
Spray front and back in a nice gloss black or forest green then hand paint the lettering and eagle.
Then sell it to me for a nickel ninety five!
