I've heard the same. I dont know whether or not to believe it. Only 3 possible scenarios if true.

  1. They know they are going to lose, like canceling the fireworks in 2016
  2. They know its rigged so there is no possibility they lose, and its easier to avoid laptop questions (why introduce any new issues when you know you are going to win).
  3. Unlikely, they are up ahead enough in vote totals to accurately predict a win as long as everything remains constant (i.e. Joe doesn't hang himself with a laptop answer to a laptop question.)

Looks like he's still semi-campaigning:

Biden is staying close to his Wilmington, Delaware, home on Monday. But he plans to pick up his travel schedule later in the week, aiming to hit the six battleground states the campaign sees as key to his chances, some with socially distanced in-person events and others with virtual events. On Tuesday, the former vice president is traveling to Georgia, a state that hasn’t voted for a Democratic presidential candidate in more than a quarter-century but where polls show a tight race.
