That's not such a bad thing. He was saying it out loud because it gets his volunteers fired up. If they have to hide from each other, it's gonna put a serious dent in their morale. They'll have to slide back into the shadows, where they forced us to go.

It doesn't fix the problem, but it does push it down the road a ways.
