I live in an apartment building in LA and a lot of crazy libs surround me. Just really want to trigger them. Want to make sure it can't be traced back to me though, not a big tech savvy person. Will they know?

Buy a crap old router from a thrift store for 5 dollars. Plug it in somewhere that's not your house. Or just do it, odds are people won't go through the effort to track you down. If they do, so what?
