Because they think that when the ACA goes up to the supreme court sometime after the election (really soon like a couple of weeks) it might get struck down as unconstitutional since the penalty for not having healthcare was regarded as a tax by John Roberts. Since the penalty is no longer there then the teeth of the bill that forces people to have health insurance and companies to provide health insurance might get removed.
Democrats are fear mongering saying that if it gets truck down then millions will lose their insurance overnight when in reality the supreme court has to work with the executive branch on how the insurance change will be enforced. Nobody is dumb enough to think that President Trump will remove everyone immediately from their healthcare.gov insurance plan except for the Democrats.
