If the Senate changes the rules, it only takes a simple majority to change them back. That's how they eliminated the judicial filibuster in the first place.

If the Democrats change the rules, ram through legislation, and then change the rules back, Republicans will just do the same thing the next time they're in control (if it ever happens).

They can change it so that a rule change requires 60 votes, but THAT rule can be changed by a simple majority vote.

The Supreme Court previously ruled that Congress can make its own rules by a simple majority vote, and no Congress can impose rules binding on a future Congress. The filibuster rule is a custom the Senate follows, but it can be changed at any time.

Senators are reluctant to eliminate the filibuster rule, even when in the majority, because they know they will be in the minority again soon. If there was no filibuster, for example, the Republicans could have straight up repealed Obamacare in 2017.
