People spend 12-16 or more years believing that what books and teachers say is fact and aren't encouraged to figure anything out for themselves. If Chicago runs out of funds, then they would be required to operate the essential arms of the city like trash, police, fire department, and the courts. The point is: The city claims these taxes/fines/fees are claimed to aim to prevent or lessen the activity. If they worked, then the city would have no money. The city tries to fill budget holes by people doing things that are bad for them. Its an insane idea.
