On top of the billions they owe, Illinois has a credit rating of "junk." Illinois is bleeding residents and losing tax revenue. Their only idea is to raise taxes from a smaller base which will lead to a bigger death spiral. They'll never touch the kickbacks to cronies or the massive pension liability they've ignored for decades.
