In Norway you get a national ID number, like a SS number, and it is needed to; get a phone, open a bank account, buy a car, get an ID or drivers licenses, rent an apartment, buy a tv (TV license), get a job, enroll your kids in school, get internet and utilities and anything that requires a line of credit, or get any public assistance.
