Had a friend who was a regional manager for McDonald's and I asked him about this. His answer:

McD's tracks the stores to see when ice cream sales are minimal and therefore not profitable keep the machines up and running. Soooo, they shut the ice cream machines down during these times to save overhead, I know, shocking!
