Congress hasn't created the separate commission, and they need concurrence by the Senate (and the President) to do so. So, the task falls solely to the Cabinet officers and the VP -- at least in the initial round.
I disagree. Rules don't stop indecent people from doing indecent things. If the Dems were at least decent people, they wouldn't be using Joe this way. But at least we are seeing some justice for this gross man, and hopefully the rest of his family gets a taste of it too.
I fear that test will be abused by a Soros-funded doctor or leftist doctor who says "Your guy failed the mental test because of suspect responses to these new tests..."
