My first take was the cops were telling the car to turn around and go out the way it came. But now I think they were trying to make an arrest and the person just said "fuck it, I'm out". Depending on what that person was/wasn't doing before this scene I may or may not empathize with what may be either a fight-or-flight response gone wrong or assault.
