"Slammed" is a bit of a reach. Driver came to a dead stop multiple times and crept forward before accelerating, and he only accelerated after NYPD smashed his window.

I think the driver either took a wrong turn or was trying to leave the riot zone and NYPD mistook him for a rioter and fucked his car up. Car looked like a Crown Vic, maybe a taxi? I would have hit the gas too
