I have a theory that it's actually the other way around, that the mentally ill people know something isn't right and that's why they do drugs.
However, "drug" is an almost meaningless word. Alcohol withdrawal can kill you and so can Xanax. Opioids and stimulant withdrawal cannot kill you under normal circumstances (opioids might if you cant get water and become dehydrated, but they otherwise wouldn't kill from withdrawal alone).
Too much caffeine can also kill you. However you can take nearly any amount of Xanax and as long as you dont drink, it won't be lethal from toxicity. Psychedelics are also not toxic.
On your first theory, I agree that people "self medicate", especially for depression. I smoked pot, smoked cigarettes and drank too much for years trying to cope with the awful bullshit I went through as a kid. It was my shitty way of dealing with it and it followed me into adulthood. Fortunately I'm off all of that and it never spiraled too badly out of control for me like it does for so many.
But there's no question that a person who abuses their body with drugs and alcohol for long enough will develop (among other things) mental illness. I've witnessed it with my own eyes, the raving crackheads on the streets of the South Loop in Chicago. Not just physically destroyed (they move like zombies) but quite literally out of their minds!
And don't let your personal drug preference taint your view of this, but if you smoke pot for long enough and regularly enough, it's going to fuck up your brain chemistry too. You can test for alcohol like cannabis. They just dont. Cannabis doesn't "build up" they simply test for inactive lipid soluble metabolites.
Of course dose makes the difference. Personally, I just have a very small amount of cannabis before bed. It helps me sleep and allows me to reduce the dosage of my necessary medication which is much stronger.
Unfortunately, I will be drug tested every year to continue receiving my necessary medication. That means I need to take more of the (more harmful) necessary medication to offset.
Cannabis drug tests should not be allowed under any circumstance in my opinion. It has been tremendously beneficial for me.

Yep, you don’t shoot someone as a cop unless your life is threatened (obviously it was, the guy was chasing them with a knife) and then it’s only with lethal force to eliminate the threat.
Here's the way I was trained:
If you must shoot a person, you do so only with the intent to STOP them from doing whatever threatening criminal thing it is they are doing (running at you with a knife, aiming a gun at you, etc). That's it: STOP THE THREAT. You don't factor in killing them vs. wounding them. Your goal and intent is to simply stop the threat.
The most effective way to stop a person when you are forced to shoot is to hit a vital organ. Shots to the arms/legs/shoulders generally won't do. You need to hit something vital. That will almost always stop them in the shortest amount of time. Now, in order to give you the best chance of hitting some vital organ, you ALWAYS aim for center-mass of the target (person). That's what we train to do - aim center mass. That way, even if you miss by a bit, there's still a good chance you'll hit the target somewhere.
Think of it like this: If you aim for a leg and miss by four inches, the target is not hit at all, and that bullet is going on down range to hit who-knows-what (or who-knows-who). BUT, if you aim center mass (center of the person's torso) and miss by four inches, you'll still hit the target and possibly a vital organ. You have a much higher chance of actually stopping the threat by aiming for center mass.
This is logical. Likewise, once the threat is stopped, not firing any more makes sense. Many here claim emptying the mag is taught. I have no idea. Can you speak to this?
My training was to fire UNTIL the treat has stopped and then stop firing. I've heard people say to fire two shots, reassess, fire two more if needed, reassess, etc.
Realistically though, if you're firing a weapon at a person who is trying to kill you, you are feeling a LOT of fear and adrenaline. It's very difficult to think clearly and logically under those conditions. You're probably going to just fire until the threat is clearly over, and you're probably going to be able to get many rounds fired before the person making the threat is down.

Generally, yes, but there are valid reasons why police could fire at a fleeing suspect and I've even had conversations about it with people that had never considered the reasons.
Blanket statements like "you can't shoot someone in the back" are absolute bullshit.
Take for example Rayshard Brooks who tried to fire a taser at an officer as he was fleeing.
Then there was an armed robbery at a Walgreens or CVS in New Orleans when all three suspects ran away while firing at officers.
Well, obviously. And not just if the suspect attacks the officers. For example if a Muslim starts a stabbing spree and then runs away while holding on to the knife, it's perfectly justified to shoot him in the back because you can reasonably assume he'll try to stab someone else if he gets away.
However, the piece I quoted refers to someone simply running away, which I interpreted to mean "avoiding capture" and not putting people in danger.
And police cannot shoot someone only for running away to avoid being captured.
Nah. They can’t shoot you in the back for JUST running away. But there are definitely circumstances where shooting someone in the back can be 100% justified.
