Generally, yes, but there are valid reasons why police could fire at a fleeing suspect and I've even had conversations about it with people that had never considered the reasons.

Blanket statements like "you can't shoot someone in the back" are absolute bullshit.

Take for example Rayshard Brooks who tried to fire a taser at an officer as he was fleeing.

Then there was an armed robbery at a Walgreens or CVS in New Orleans when all three suspects ran away while firing at officers.

Well, obviously. And not just if the suspect attacks the officers. For example if a Muslim starts a stabbing spree and then runs away while holding on to the knife, it's perfectly justified to shoot him in the back because you can reasonably assume he'll try to stab someone else if he gets away.

However, the piece I quoted refers to someone simply running away, which I interpreted to mean "avoiding capture" and not putting people in danger.

And police cannot shoot someone only for running away to avoid being captured.
