I know several legal Hispanic family who don't pay for insurance and are willing to gamble when it comes to getting pulled over or getting into a wreck. There is also a HUGE industry in Houston for fake IDs, fake car stickers and other things that skirt the systems. When you leave these shitholes, your insurance rates really drop.

Uninsured cards, no registration, inspection etc...should be given warnings (if the lapse was recent) and impounded. I’d be fine assigned some parking cops the role of driving around with a scanner to do just this.

In CA, when I was a kid, you could shoot a person who was looting and who would not cease when warned.
