In the dossier, Carter Page was being accused of getting a stake in Rosneft, not Rostov. A report that went largely uncovered around alt-media and even here was released by the Committee on Homeland Security and Governmental Affairs about a month or so ago.
If interested, read or browse from page 65 to 87. Section 2 is titled: "Hunter Biden and his family had extensive financial transactions to Ye Jianming, Gongwen Dong, and other Chinese nationals."

So, having extensive ties to the Bidens, it was Ye Jianmang planning to acquire a stake in Rosneft. Yes, that's dated back in September of 2017. I'm not saying this is a smoking gun, but who knows how long it was being planned. Could have easily been a year, back when the dossier was being cobbled together, and was added to it as projection.
