They claim plausible deniability, like every politician does when their donations and/or investments come into question.

Banks do the same thing with regional offices and branch managers, they are given autonomy so that corporate is insulated from lawsuits and prosecution.

While the rest of us get an interview by law enforcement and found to be guilty of some process crime, when we call about fraud and criminality at high levels of business/government.
