According to Victor Davis Hanson, the Romans had an expression for a look like that. Don't remember the latin, but it was the look of somebody that was literally fucked out, after a life of vice. Not necessarely booze or drugs, but degeneracy & orgies. I'm sure it doesn't apply to Slick Willy.
