It has nothing to do with post office. Usually it's signature mismatch or ballot incorrectly filled out, or marks all over, messy bubble filling and can't be read my scanner. Postage is another one, people don't put a stamp on it. And then do course some are lost in mail, but that's the smaller portion. Honestly if people care so little to use drop boxes, or check their ballot status then they shouldn't complain when their vote was not counted. And if their ballots are rejected, then just like blue cities, all they have to blame is the corrupt democrats they elected in the first place.
Especially in Oregon. We special ballot drop boxes all over the place. They don't require a stamp and don't go through the USPS. Why people in Oregon cities choose to use regular mail is the same reason they vote Democrat: they're not very bright.

If you think so little of your vote that you'd put it in the mail, or in some box on the street, then it wasn't really that valuable to you.
Some states don't have an option. you do what you can.
